Acts, ordinances and regulations

• Sri Lanka Electricity Act, No. 36 of 2024 — Main electricity law from June 2024. Replaced the 2009 Act and the CEB Act; PUCSL regulates tariffs and protects consumers.
• Sri Lanka Electricity (Amendment) Act, No. 14 of 2025 — Restructures the power sector, splits the CEB into successor companies and creates a National Electricity Market.
• Public Utilities Commission of Sri Lanka Act, No. 35 of 2002 — Sets up the PUCSL, the regulator for the electricity industry (and listed for the water service industry).
• PUCSL Guideline on Disconnection and Reconnection of Electricity Supply (2019) — Notice before cutting power, no cuts on weekends, holidays or outside 8 am to 5 pm, and reconnection within 2 working days.
• PUCSL Rooftop Solar PV Connection Schemes (Net Metering, Net Accounting, Net Plus, Net Plus Plus) — Rules for selling or banking rooftop solar power with CEB or LECO under an interconnection agreement.
• National Water Supply and Drainage Board Law, No. 2 of 1974 — Sets up the Water Board, which supplies pipe-borne water, charges for it and runs sewerage.
• National Water Supply and Drainage Board (Amendment) Act, No. 13 of 1992 — An amendment to the 1974 Water Board Law.
• National Water Supply and Drainage Board (Amendment) Bill (2026) - not yet law — A Bill presented in July 2026 to set grounds for water disconnection, recover wasted water and make meter tampering an offence.
• Sri Lanka Telecommunications Act, No. 25 of 1991 (amended by Act No. 27 of 1996) — Sets up the TRCSL, which licenses operators, protects users and can order an operator to fix a complaint.
