Open the interactive flowchartThe rule
Under the Rabies Ordinance, local authorities must seize stray dogs. In proclaimed areas, owners must register their dogs every year.
What is wrong
- Abandoning a dog on the street
- Keeping an unregistered dog in a proclaimed area
- Letting a dog wander with no one in control
- Poisoning, beating or cruelly killing stray dogs
What happens next
Seized dogs are kept and owners notified. Unclaimed dogs may be disposed of after 2 days' notice, or 3 days if the owner is unknown.
The punishment
Owners may pay seizure costs and fines under the Ordinances. Cruelty to animals is a separate offence.
What you can do
- Report a dangerous or sick stray dog to your Municipal, Urban or Pradeshiya Sabha
- Ask the MOH or Public Health Inspector about local vaccination and sterilisation programmes
- Vaccinate and register your own dog and keep it in your premises
- Report cruelty to stray dogs to the police
- If a council ignores you, write to it and keep a copy
Where to get justice
Your local council (Municipal, Urban or Pradeshiya Sabha), the area MOH office, and the police for cruelty.
